NEW JERSEY A NATIONAL SHAME

NEW JERSEY'S 250,000 FAILING STUDENTS & 9,000 ELECTED OFFICIALS, A NATIONAL SHAME?

Most urbanized state in the union with highest corruption, highest property tax and costliest schools, New Jersey’s multiple governments are spending too much. We have 25 times more municipalities, school boards, personals and 40 times more elected politicians/officials. Nowhere in the world are 8.5 Million residents being governed by 9,000 corrupt & unethical Elected officials backed by corrupt & unethical aprx. 4000 attorneys and 580 police chiefs etc in 566 legally racially segregated towns with an area of 8,721 sq. miles. 38% people live in 46 poor towns and 62% lives in 520 towns, a worst example of moral corruption of segregated housing with racial isolation.

Even capital Delhi of Poster Boy “India” corrupt democracy for American media for its 14 million residents have 206 Elected Officials and 1 Education Director for 3035 state run schools. All of these makes NJ the most corrupt and non-secular state in whole world.

Self Rule in NJ is all a sham, a make believe democracy by immoral, corrupt politicians and attorneys.
Instead of 566 Municipalities; 21 or even less number of county governments can provide educational, police, social welfare, health, recreation and other services to their residents. Instead of 70 police chiefs in one county just one, instead of 70 school superintendents in one county just one. After Municipal Courts, School Boards are biggest dens of corruption, for those with personal interest; teachers, parents, school superintendents, board members to steal and plunder tax payer’s money at the cost of the education. School tax represents almost 50% of the property tax in NJ. Still there are more than 250,000 students out of the total student population of 1.4 million, who failed to pass academic assessments. 40% of them are alone in Newark, Jersey City, Paterson and Camden, that raises the worst example of racial isolation in our schools. Such a large population of poorly educated citizens will be a drag on future economic growth of NJ.

The time is now for a Constitutional Convention to tackle the fundamental problem of NJ government’s unethical, corrupt and racist structure. Home rule is an ancient tradition whose time has passed. We must modernize our government. We must bring back morality, ethics, honesty and secularism back in public office. Then the first order of business should be to prioritize what is important and eliminate what is no longer affordable or needed like almost 9,000 elected politicians, 3,500 attorneys 672 school superintendents and over 500 Police Chiefs. Then find ways to improve economic conditions, which will increase state revenue to elevate the standard of living by providing quality education to less fortunate residents of this state. Then only we can make this state a melting pot for people with diverse cultural & economic backgrounds.

When only 1 in 4 American between the ages of 18 to 34 reads a newspaper on daily basis, hardly fewer can identify their local and state leader leave aside national leaders. It is time to promote a strong campaign of citizen re-engagement. We must inspire earnest, honest, ethical and secular people to seek public office. The public deserves assurances that it can rely on the integrity, honesty and secularism of its Elected and Appointed officials and there are ethical & economic reasons to put them in public office. The goal must be to build Ethical Culture that honors not only the letter but also the spirit of the laws. The present culture of if it is legal, it is ethical is dead wrong. It has to be Ethical First to be legal. Just because you have a right to do something, does not mean it is right thing to do. NJ’s 9000 Elected Scoundrels and a battalion of other officials who are not needed must think in ethical, moral and economic terms do they have the right to govern the residents the way they are unethically, dishonestly governing them at present?

Honorable Sir:

Your Honor is a very rich man who really doesn’t owe anyone anything for his meteoric rise in national as well as state politics in a very short time. I do admire you for spending your own money in your campaigns but at the same time I am disturbed with the excessive amount of money you spent in a vulgar way and that too selectively targeting some ethnic groups in selected cities of NJ. Your Honor has set very dangerous precedents that one has to be very rich like you to get into politics. May be it was God’s wish some one like Your Honor to become the Governor with that kind of an approach with money, of most corrupt state in the Union to clean the mess. I am not at all blaming you for the present pathetic state of New Jersey with massive legal corruption and racial segregation. But like every one else I also have very high hopes. Since you do not owe your political existence or your hard earned wealth to any one, you have an extraordinary opportunity for what is called real reforms to bring real positive changes with great benefits in the life of the residents of New Jersey. It is very unfortunate that the State of New Jersey itself is the Sponsor of Racial Segregation and Massive Corruption in the State. In all respect Your Honor is more intelligent and more informed then me but still I am taking the liberty of putting few things in black and white which you already know.

State Sponsor Racial Segregation: 38% of the population of New Jersey lives in 46 Towns. Surprisingly these 46 Towns have the majority of middle class, minorities and American Africans. All the failing School Districts are in these towns. There are more than 250,000 Abbott Children out of the total 1.4 Million students. Then 40% of these Abbott children are alone in Newark, Jersey City, Paterson and Camden. All the poverty, crime, single mothers, school drop outs, juvenile crimes, prostitution, gambling, drug trafficking and patients with HIV are in these 46 towns. Rest 62% of NJ Population lives in 520 Towns; all the 566 Towns are treated as Kingdoms by their respective Mayors and Council Members. I call it Black Towns vs. White Towns and that is the reality of life in New Jersey. Person like me from a minority community have no say in the local government who by mistake is living in a white town like Springfield. The administration refers the streets with minority population as “Square” and in the high school all the colored kids have their lockers in one corner referred as “Nigger Avenue.” The minorities are afraid to attend Council, Planning Board, School Board and other Committee meetings of the town. There is no representation to the minorities in any of the Boards, Committees and various town jobs. If you raise the issue of massive corruption and racism, the administration will call the State Police on you that you are a terrorist. A real estate developer, attorney, business tycoon in fact a criminal, Zygmunt Wilf can illegally rent a Residential Road for undisclosed amount of money to himself by converting it into a Commercial Highway, can build Luxury Town Houses in the parking lots of a 45 year old badly maintained apartment complex with fraudulent variances and recently been allowed in a criminal conspiracy with all kinds of illegal variances to blow up Top of a Hill by 60 feet to put up Luxury Condominiums with total disregard to the Environment, safety of lives and properties of the residents and Baptist Church on the foots of the Hill. He has such a bad influence and fear on every one that a Union County Superior Court Judge Anzaldi gave a Judgment in favor of this development rather then ordering a Criminal Investigation in these matters.

State Sponsor Corruption: New Jersey is a very small state, yet it is overpopulated, not with people, but with government in fact with governments. The biggest Municipality is Newark with 2,80,451 Residents and the smallest is Walpack with 35 Residents. For 8.5 Million People there are 566 Towns with 566 Mayors, over 3,000 Council Members, 137 Freeholders, 80 Assembly Members, 40 State Senators, 580 Police Chiefs, 566 Town Attorneys, 574 Assistant Attorney Generals, 651 School Districts with 672 Superintendents and 5,000 board members, including a number that do not have schools or teachers but do have Superintendents, 537 Municipal Judges with that many Public defendants & prosecutors and the list goes on and on and practically all the post are life long. Municipal Courts are dens of corruption here a Firsichbaum can knowingly allow false witnesses, false evidences by being racist and dishonest. A public prosecutor Wittenberg can openly hand out business card of a law firm to the litigants. The Superior Court are not much better, a Judge Anzaldi can comment on the issue of systematic corruption in the township of Springfield, in the County of Union and in the State of New Jersey as plaintiffs mere frustration rather then addressing those issues. On the same day when 3 appellate judges unanimously give decision that Builders can not build on Critical Areas judge Anzaldi can give mandate to a criminal Zygmunt Wilf to blow up a Mountain Top to build his dream Project. Warren Wilentz’s famous law firm can advise clients not to file civil action against state for massive political corruption and racism. In New Jersey there is no rational to the number of residents to define a town, number of Elected officials to the population of a town as well as number of friends of these criminals nominated to various Boards in a town & employed as Town, Planning Board, School Board, Board of Adjustments Attorneys, Prosecutors, Defendants, Municipal Court Judges, Administrators & Clerks, Police Director, Chiefs, Fire Director, Chief, Dy. Chiefs, Town Administrators, Clerks, Historians etc. in these towns. 520 Towns of New Jersey are joke and whatever is going on in them is called state sponsor Corruption legalized by criminal attorneys. Then it is only possible in New Jersey to have 2-3 Salaries with one big hefty pension you can be in both branches of the government, legislatives as well as executive branch in violation of US constitution. In 38 states of America it is banned and in Indiana holding 2 offices is a Class D felony, on par with illegal drug possession and punishable by up to 3 years in prison.

City of Newark is the biggest avenue of corruption;
every public dollar spent in Newark, 81 cents comes from out side the city. 2005-06 School Budget of $927 Million only $86 Million comes from the local sources and the balance comes from State Aid. The 2006 Municipal Budget of $696 Million, 40% revenue comes from outside city and rest from State, and federal budget. Newark with 35.2% population of Essex County contributes only 17.6% in Taxes in 2005 to County Government whereas Livingston and Millburn with 6% of the county population contribute 18.9% in Taxes to the County government. According to 2004 Consolidated Federal Funds Report, Newark receives more then $ 1.1 Billion from 182 different Federal Sources-including $288 Million for housing & community development and $527 million from the Federal Transit Administration.

Right now whatever is happening in Newark in the name of democratic nonpartisan process to Crown a new Don (Mayor) after 20 years will put to shame even the most corrupt city or a country on the face of the earth.
Two Democrats acting as gangsters are pitched against each other in a fierce battle for the control of biggest Municipality with largest population, biggest state & federal aid and largest unreported revenue to IRS from criminal activities. Both are being helped by Spanish, Russian, Haitian, Chinese and Italian Mafia. The biggest gangster with largest resources will win the coveted Crown of Don and the Democrats of Newark will have a last laugh because who so ever wins, the City will still be in the firm control of Democrats. The present Don Sharpe James (D) who is a State Senator also after 20 years on Throne, has been accommodated as the Director of newly created Urban Issues Institute for him with a salary of $150,000.00. Don James currently receives $233,138.00 in public funds for his dual role as Don (Mayor) of Newark and State Senator. His wife Mary James is collecting $125,000.00 from public funds being on the State Parole Board. No where in the whole democratic world one can have a Leave of Absence from a city job for 20 years and can join back with $63,000.00 more in salary for that particular post because you are Don Sharpe James; a terror, a politically and financially well connected with underworld?

In New Jersey criminals posing as Attorneys and Politicians have redefined “Democracy.” According to them “Democracy means the will of organized minorities-big businesses, developers, powerful Dons/politicians, employee unions and local thugs.” Exorbitant taxation is hurting the backbone of the state’s economy; the middle class and the employers who provide jobs. High taxes, massive corruption and racism have led to large scale migration from the state. New Jersey’s population growth projections are being revised downward by half. Then 2,50,000 Abbott students who have failed to pass basic academic assessments, a national shame. This large population of poorly educated citizens will always be a drag on the Economic Progress of New Jersey. It will take a toll on the economic growth and exacerbate New Jersey’s already grim economic situation.
Neighboring Pennsylvania has a population 43 percent higher than New Jersey and its geographic area is four times greater. So why is New Jersey’s budget 20% more; 5 Billion more then Pennsylvania’s?
The other neighbor New York City (not state) with 8 Million residents has 1 Mayor, 51 Councilman, 1 Police Commissioner, and 1 School Superintendent. This council overseas a budget of 32 Billion dollars, bigger then that of 48 states in the Union. Why New Jersey for 8.5 Million Residents have 566 Mayors, over 3000 Council Members, 137 Free Holders, 80 Assembly Members, 40 State Senators, 580 Police Chiefs, 580 School Superintendents, 500 Board Members and a big battalion of thief’s governing the state?

Myself being a Fresh of the Boat a recent legal immigrant turned citizen who is not highly educated, can understand in a very short time that New Jersey is the most corrupt state in the world and the state itself is the sponsor of legalized Racial Segregation and Corruption. This is a state, where the news of public corruption like seems to be never ending. What is wrong with the media and people who are born here and especially those who are part of the system like all the Members of both the political parties and bureaucrats from NJ can not see that? Sorry to be rude in my opinion, “If you don’t care about New Jersey you’re mentally retarded.” People living in other states who think what happens in NJ doesn’t affect them are sadly mistaken. Even if you are totally selfish, even if you are not socially conscious at all, even if you’re just practical, if you love your country, you should be concerned with what is happening in New Jersey.

What is ailing New Jersey is crisis of ethics, morality, integrity, honesty and accountability in public office. It is like a cancer and can spread to other states in the Union. Soon we will become the laughing stock in the whole world as an example of Legally Corrupt Democracy in the World. Even India the Poster Boy of American Media when they talk about Most Corrupt Democracy around the world is no match to New Jersey. No city in India has a Battalion of Legalized Thugs ruling 35- 35,000 Residents, no one can hold more then 1 office. Just to file nomination for an Elected Office there one has to resign his or her state/federal/city or nominated job. Here in NJ the state job contracts are offered just 1 week before the polling to an Assembly candidate Charles Epps (D) from District 31. An out going Mayor Sharpe James can put $80 Million of public money in trusts to be controlled by him. Also can create a new post for him in a state owned University. Out going Mayor Spadoro (D) of Edison Twp. in Middlesex County gives raise to 58 year old Police Chief Costello 21/2 months before the chief’s and his own retirement to make the monthly figure of his pension to $9,625.00. This energetic morally & ethically crippled ex-chief 1/12 months after his retirement starts a new job as Legal Assistant with Middlesex County Prosecutor’s Office working 19 hours a week at $25.00 per hour or slightly more then $24,700.00 annually.

New Jersey is the worst example of racial segregation, moral and ethical corruption.
Our schools are segregated, our housing is segregated and our Municipalities are segregated. Yet no one mention the word “Race” in this state. Instead of 566 Municipalities in a small state of New Jersey, 21 or fewer Counties could provide educational, police, social welfare, health, recreation and other services to their 8.5 million residents. Instead of 70 police chiefs in one county, just one; instead of 70 school superintendents-and various assistant superintendents, directors and coordinators-just one. The government of NJ by sponsoring massive corruption and racism has failed in its fiduciary duties to provide an honest administration to its residents. NJ’s excessively overpopulated unethical governments spend too much for their own benefits. The first order of business should be to prioritize what is important and eliminate what is no longer affordable or needed like 4000 elected politicians and 5000 elected like school board members, sheriffs & 4000 other officials like attorneys etc. Then find ways to improve economic conditions, which will increase state revenues. We must modernize our government and must inspire earnest and decent people to seek public office, who can provide honest and just leadership with highest moral & ethical standards. Elected officials have to make a pledge to be worthy of Public Responsibility and that is the pledge they must never forget, never dismiss and never betray. There must be accountability in public offices. Public deserves assurances that it can rely on the integrity, morality, honesty and secularism of its elected and appointed officials and there are ethical & economic reasons to put them in those public offices.

We should not forget what the nation’s founding father and first President Honorable George Washington said in his first address to both houses of Congress on Aug. 8, 1790; “If the laws are to be so trampled upon, with impunity and a minority is to dictate to the majority there is an end put, at one stroke, to republican government.”

Then how can we forget what Honorable Abraham Lincoln said; “Government of the people, by the people, for the people, shall not perish from the earth.”

Honorable Governor who is a very well educated intellectual and seems to be deeply concerned about the welfare of the residents of New Jersey, how your honor can keep your eyes closed to the legal corruption and racial segregation in the state? Your Honor is representing the party of the founding father Honorable George Washington, who said “Of all dispositions and habits which lead to political prosperity, religion and morality are indispensable supports.”

Dear Mr. Makkar:

The Select Committee on Ethics received your April 22, 2006 letter requesting the Expulsion of Senator Robert Menendez and Senator Frank Lautenberg for their alleged participation in “state sponsored corruption and racial segregation” in New Jersey.

Senate Resolution 338, Section 2(a)(1), which sets forth the jurisdiction of the Select Committee on Ethics, vests in the Committee the authority to “receive complaints and investigate allegation of improper conduct which may reflect upon the Senate, violation of law, violation of the Senate Code of Official Conduct and violation of rules and regulations of the Senate, relating to the conduct of individuals in the performance of their duties as Members of the Senate or as officers or employees of the Senate, and to make appropriate findings of fact and conclusions with respect thereto…”

The Committee has previously concluded that mere allegations, with no evidence or information to support their substantive merit, are insufficient to extend the Committee’s investigative process. Thus, based upon review of the information which you have provided, and in view of the Committee’s prior decision respecting such matters, it appear that your complaint lacks merit and no further action is appropriate with respect to the matter, which is hereby dismissed.

Honorable Sir:

As per Counsel Walker’s response citing Senate Resolution 338, Section 2 (a)(1), it is hard to digest this resolution, which can encourage a Senator to indulge or promote corruption and racial segregation in his or her home state because it is not affecting his or her performance as a Member in the Senate. Let the Senate Ethics Committee know I completely disagree with this Resolution that may be legal but is unethical.

Then unethically Counsel Walker is completely silent on the issue of changing the intent of the voters. Nowhere in any democracy a Jon Corzine can install or coronate a Robert Menendez to complete his remaining term in an Elected Senate. If it is done this is clear violation of the voter’s right who never voted for a Robert Menendez to represent them in that Elected Senate. Is the US Senate a Privately owned Corporation where the outgoing President or Director or C.F.O. can nominate his or her successor?

Further the undersigned has very strong objections to Counsel Walkers immoral and dishonest wordings, “Your Complaint lacks merit.” All the enclosed data on the above issues; number of Towns, Counties, Population, Number of Elected Politicians, Number of Elected School Board Members, School Districts, Superintendents, Police Chiefs, Attorneys, Municipal Judges, Friends of Politicians appointed to various boards, Politicians drawing 2-3 salaries, how the public money is being spent, is not a piece of fiction journalism. These are ugly facts and truth about New Jersey. I can only say I am shocked with his response and would like to add; “if you don’t care about NJ, you are brain damaged and have no love and respect for America and its founding fathers.
